The Kwa-Zulu Natal Province (“KZN”) in the republic of South Africa unlike other provinces has had no permanent racing facility since the Roy Hesketh racing track days.

Farms where identified near Camperdown some 65 kilometers from Durban, then owned by a Dr Schikkenger which fell under the authority of a Town Planning Ordinance. As such two steps would be needed to secure the construction permission for a Formula 1 racing facility and its associated motorsports under this ordinance namely

1/ a Needs and Desirability Study (“NND”) (i.e. what can be built)
2/ a section 11(2) application within 18 months of the NND (i.e. what will be built)

Mr Rod Jolly through Town Planning Services cc was contracted around 1987 to conduct an official NND which was submitted to the Natal Provincial Administration (“NPA”) and approved 1 July 1989.
