Substantial funds were required to build the track and Natal Earthworks (Pty) Ltd agreed to put in the necessary infrastructure on terms. Town Planning Services cc then took the next step and applied for construction approval in March 1990 and after protracted Conditions of Establishment were tabled approval for the building to commence was given by the NPA in December 1990. Sadly a year or two later after the hardest part of the construction was substantially complete the main investor was killed in a neighbouring country and the total completion of the track was seriously hampered. Soon thereafter, the government of the country changed hands in a historic referendum in 1994. This, however, brought with it much economic uncertainty and finding an investor with substance proved difficult. Various extensions of time were granted by the NPA who have never sought to close the facility. In 1995 land claims were instituted in the area in which the farms fell and have held the construction and completion of the track in limbo to this day.

Only  by applying a large injection of funds into the project will all hurdles be overcome to the satisfaction of government and motorsport enthusiast alike.
